Should early users receive governance token rewards?

Early adopters are rewarded with governance tokens in many crypto projects, but is that really the best way around? Though early users take the biggest risks, help shape the project, and bring in new members—so it makes sense to give them a say. But on the other hand, does this just create an elite group with too much controlling power?

Some consider that governance tokens should be earned through long-term contributions, not just for being early. Others think rewarding early adopters is fair since they helped get the project off the ground.
